Thaioil’s Clean Fuel Project (CFP) is one of Southeast Asia’s most significant refinery modernisation programmes, designed to strengthen Thailand’s energy security while enabling the production of cleaner, higher-value fuels.
In 2025 Wood was awarded an engineering, procurement and construction management (EPCM) contract for the completion of this project following successful delivery of the front-end engineering design (FEED) in 2017.
Over its first year of delivery, Wood has established strong EPCM execution performance and driven progress across this project.
Challenge
Delivering CFP requires overcoming significant technical, operational and organisational challenges as an EPCM contractor:
Live brownfield environment: Integrating major new process units into an operating refinery without disrupting ongoing production.
Scale and complexity: One of the region’s largest refinery upgrades, involving tens of thousands of personnel and multiple work fronts.
National importance: As a critical asset for Thailand’s energy security, execution must maintain the highest standards of reliability and safety.
Solution
On site, over 500 local Wood personnel are currently delivering this EPCM scope – supported by 100 personnel across global offices - combining local execution strength with global engineering expertise.
Key elements of delivery include:
Maintaining focus on the critical path of delivery to completion by Q3 2028.
Scaling rapidly to meet demand, mobilising over 500 personnel at peak while coordinating over 17,000 personnel across site.
Leveraging local expertise with a predominantly Thai team supporting national capability.
Ensuring cultural and operational alignment to reduce risk and enhance safety outcomes at scale
Supporting construction-led engineering, resolving evolving technical challenges as site execution progresses.
Implementing a systems-led approach to construction and commissioning to improve handover efficiency and ensure safe, quality and timely start-up.

Safety at scale
With more than 17,000 personnel active on site at peak, safety is fundamental to successful delivery. Wood has embedded a comprehensive, behaviour-led safety culture, supported by:
Structured training and onboarding programmes, covering critical risk areas such as working at height and safe tool use
Deployment of Wood’s safety observation programme, reinforcing consistent behaviours and standards
Continuous engagement to build a shared culture of safe work across all contractors
